Florida Telecommunications Relay Inc. (FTRI) provides specialized telephone equipment for residents of Florida who are Deaf, Hard of Hearing, Deaf/Blind, or Speech Impaired at no charge! The equipment is funded by mandate of the Telecommunications Access System Act. This act, which was passed in 1991 by Florida Legislators, states the specialized equipment program and the Florida Relay be funded by a monthly surcharge billed to all Florida telephone customers. This surcharge is not added to your telephone bill if you receive the equipment. You are already paying the monthly surcharge. Qualifying for the equipment is simple. Complete an application, have it certified, and receive your equipment and training from the Regional Distribution Center, which is located at DHHS.
